Emergency Tenants Protection Act (ETPA)
The Emergency Tenants Protection Act of 1974 (ETPA) established a County Rent Guidelines Board which sets forth rent adjustments for lease renewal and vacancy leases increases for apartments covered under the ETPA. The Emergency Tenant Protection Act can now be adopted by any town in the state. It is no longer limited to the counties surrounding New York City. The vacancy increase of 20% has been completely eliminated.
